Neutral Cards

The 'Broadfork' & 'Whipsaw' both have conditional bonuses depending on there being at least 2 victims in the same room at once. Does this include all ones in the deck or does this only mean active victims. I have a feeling it's the latter as you could lose track of who is where is the game in chaotic enough.
